ANNUAL PARISH COUNCIL MEETING of Belton with Browston Parish Council,

which will be held on Tuesday 7th May 2024, 7.00pm at New Road Sport & Leisure Centre

MEETING AGENDA

1-ELECTION OF CHAIRMAN:

Nominations are invited for the post of Parish Chair for 2024/25.

2-ELECTION OF VICE CHAIR:

Nominations are invited for the post of Parish Vice-Chair for 2024/25.

3-APOLOGIES FOR ABSENCE:

Apologies together with reasons for absence will be taken and recorded.

PUBLIC SECTION:

The Council allows up to 15 minutes to hear views and concerns from members of the public.

4-FINANCIAL & BANK MANDATE:

Confirmation of: RFO/External Auditor/Internal Control Officer/Council signatories (including online bank access).

5-CONFIRMATION OF WORKING PARTIES

New Road Management, Allotments, Human Resources, Events, Social Media and Finance.

6-STANDING ORDERS/FINANCIAL REGULATIONS:

To re-adopt Council Standing Orders and Financial Regulations.

7-DECLARATIONS OF INTEREST:

Councillors to state any known conflict of interest, personal or believed prejudicial on agenda items. 8-MINUTES:

Minutes from meeting held on 02/04/24 will be presented for approval.

9-MATTERS ARISING:

The Clerk and others as appropriate will update on any relevant points

10-BOROUGH & COUNTY COUNCILLOR REPORTS:

To receive reports from Borough and County Councillors.

11- VILLAGE MAINTENANCE

Members to discuss items to include a section of shrubs/hedge that has been cleared on Belton allotments and the upkeep of a strip of land near to Bell Lane.

12-ADMINISTRATION AND FINANCIAL MATTERS:

The RFO will update as appropriate on any administration and financial matters, including payments of accounts and the 2024 Parish Council insurance quotation.

13- .GOV.UK WEBSITE & EMAIL ADDRESSES & MICROSOFT 365 FOR BUSINESS

Following Nalcs pilot scheme, members to discuss joining new service to create .gov.uk website and email addresses, and purchasing Microsoft 365 for business package for the Clerk.

14-2023/24 YEAR END ACCOUNTS:

The clerk to present year end accounts to the council for approval these include: budget to spend report, payment & receipts report, asset register, bank reconciliation and Parish Council reserves. 15-INTERNAL AUDIT REPORT:

The Clerk to report.

16-APPROVAL OF ANNUAL RETURN (AGAR):

To approve the Annual Governance Statement and Accounting Statements for 2023/24.

17- SOCIAL MEDIA POLICY

Members to approve the updated policy drafted by the Clerk.

18-PLANNING:

To discuss any submitted plans to include:

06/24/0182/HH 1 Hill Cottages, Sandy Lane, Belton Single story extension

06/24/0294/HH 12 Ranworth Close, Belton Retention of extension, proposed garage conversion
